The Party Committee of the SFL has adhered to the Constitution of the Communist Party of China, the Working Rules of the Communist Party of China on Membership Development, and the Working Rules of the Northwest University Committee of the Communist Party of China on Membership Development as the fundamental guidelines in the development and training of Party members. The committee has taken the "five standardizations", the standardization of system, procedures, training, materials, and ceremonies as the guiding thinking and major methods. This approach aims to standardize the development and training of Party members, and ensures high-quality Party membership development.
First, the standardization of the system. SFL’s Party Committee, in conjunction with the actual revision and introduction of Implementation Measures of Target Member Recommendation and Inspection of SFL, aims to establish and enhance the Party membership development system. This initiative seeks to standardize the membership development process and create a clear, transparent, and standardized chain procedure for Party member development. The goal is to ensure Party membership development work is conducted in a serious and standardized manner.
Second, the standardization of procedures. SFL’s Party Committee focuses on standardizing the development process, strictly implementing the links and steps for the development of Party membership, and actively conducting training for Party branch secretaries. They have explained in detail the procedures for developing Party members and provided full answers to any difficulties encountered in the process so that Party workers could have a clear understanding of the development of Party members, enabling them to grasp the work procedures and requirements effectively. The committee also emphasizes a strict process of voting, public reviewing and record-keeping in the four points including review and approval of the activists of Party application, the acceptance of probationary Party members, and the full membership approval of probationary Party members. This approach ensures a well-rounded recommendation, training, inspection, and review process, with standardized, fair, and open procedures to guarantee the quality of new Party member development.
Third, the standardization of training. SFL’s Party committee has coordinated in planning to ensure that the training arrangements are well-organized, the training content is enriched, and the training format is diversified. For the training arrangements, with advanced planning, reasonable choice of training topics and setting of training schedules, the committee held five target member training sessions, involving a total of 139 people. The training content included Xi Jinping's thought on socialism with Chinese characteristics in the new era, Party history learning and education, Party rules and regulations, ideals and beliefs, and Party character exercises. We have invited experts like Li Jiansen, Gou Zhaoyun, Zhao Pei, and Qi Zhao to conduct theme lectures on campus, in addition, the Red Mast Mission of the School of Marxism to deliver theoretical lectures to strengthen the political and theoretical foundation of the trainees and to clarify their motivation for joining the Party. We also focus on current affairs and politics, such as Interpretation of the Spirit of the 20th National Congress of the Communist Party of China, to ensure that the training content remains up-to-date. Concerning the form of training, in addition to collective "systematic learning" and individual "independent learning", the committee also rely on red resources and campus cultural resources to conduct "on-site learning". The training extends from the classroom learning to visits to the Shaanxi Archaeological Museum, the Shaanxi Provincial Archives, and the Shaanxi Provincial Archaeological Museum, the Shaanxi Archaeological Museum, Shaanxi Provincial Archives, Northwest University history exhibition, Lei Shuyan Literary Museum, and Guo Feng deeds showroom, so as to enhance the training experience, making it more reality-rooted, vivid and comprehensive.
Fourth, the standardization of materials. The School Party Committee uses "zhun" (准) as the basis and "zhen" (真) as the standard to ensure that the written materials and reviewing work in Party membership development are standardized. SFL’s Party Committee has convened regular training sessions on standard completion of membership development materials, standardized the format, provided guidance in writing, and ensured accuracy and normalization. This will further cultivate a truthful and pragmatic work style among the majority of Party members. Abiding by Rules for Membership Development of the Communist Party of China and Rules for Party Membership Development of the CPC Northwest University Committee, the Party workers should diligently carry out the review of Party member materials, conduct thorough checks and meticulous reviews to accurately document any issues. They should promptly identify any gaps to ensure that the materials are standard, complete, and authentic.
Fifth, standardization of ceremonies. The SFL’s Party Committee consistently adheres to and improves political ceremonies such as reciting the Party oath and commemorating "political birthdays" of Party members. It delves into the significance and meaning of a Party member's "political birthday" and explores the implementation of the "seven-one" initiative, which includes delivering an exemplary Party lecture, holding a swearing-in ceremony, presenting the first Party emblem to new members, issuing a "political birthday" greeting card, organizing a Party member symposium for graduates, and revisiting the Party oath, among other activities, to continuously enhance the sense of political ceremony. These activities guide Party members to further strengthen their sense of identity, purpose, and responsibility, to remember their original aspirations and missions, to adhere to lofty ideals, and to maintain an enduring passion for struggle.
